I wanted to change the introduction but I'm unable to change the permissions for the language folder that contains the english.php file. Any suggestions?

You can do that with help cPanel or if have ssh root access to self hosting. you need set 777 access to that folder

You must be possible change file/folder permissions from cPanel. If that not work - you must ask that from yours host support. Because main purpose cPanel - direct access to files and folders. And they will help to you.
